Proposal for Designation of Regional Indigenous Representatives to the
Permanent Forum

I. Criterion for Qualification of Regional Representative(s)
A. The person must be in good health and able to commit time to attend meetings of the
Permanent Forum. The person must be able to travel.
B. The person must have a working knowledge of the United Nations bodies, Specialized
Agencies, and the United Nations System with actual experience on the Indigenous bodies of
the United Nations (WGIP, IWGD, IWGPF).
C. The person should be familiar with Indigenous issues and peoples in their region.
Global experience with Indigeous Peoples and issues will also be considered.
D. The person must be an Indigenous person from the region who agrees in writing to accept
the nomination.
II. Process for Nomination and Selection of Representative(s)
A. A nomination/application form reflecting the above criterion shall be developed and
utilized. It will be circulated in the languages of the region and as wide a basis as
possible.
B. Any Indigenous organization, government, NGO, or individual from the region can submit
nominations.
C. The nomination/application form must be used; only completed forms will be considered.
D. Nomination/application will be sent to one central location and body for dissemination
to Indigenous organizations, NGO, governments within the region for review and comment
before the Regional Selection Committee convenes to make the selection.
E. The regional Selection Committee shall be comprised of Indigenous Peoples residing in
the region who will meet to review the nominations, verifying the criterion is met and
take action thereon by designating an Representative from the region and an alternate.
F. If the regional Selection Committee cannot make a selection, they
shall submit a list of 3 names to the chair of the ECOSOC who shall
select a representative and alternate.
F. Qualification of Members of the Regional Selection Committe
1) They shall be indigenous peoples residing in the region
2) They shall be familiar with the UN system, specialized agencies, etc, and Indigenous UN
Forums.
3) They shall have written endorsement of not less than 3 community based Indigenous
Organizations, governments, NGOs from their area:
4) Each cultural group within the region shall have not more than 2 seats on the Regional
Selction Committee.
5) Decision taken by the Selection Committee shall be circulated in all languages in the
region areas as broad as possible and to the appropiated UN bodies and agencies.
